I really didn't see much of Ferenc or yourself for that matter for quite some time during the whole pilgrimage period, I know I joined late on but I think I only saw Ferenc twice before he vanished, and even then he was up on the hillside most of the time, in that little village segment. That was when you removed him from the setting of course, however the times that I did see him, I interacted with him.
I've seen Athena twice since she was introduced, and I've interacted both times when I did see him. Arua doesn't leave the docks area unless someone is injured up at the inn, and for good reason.
Your presence has been, for want of a better word lacking. This isn't meant in any sort of derogatory way, theres nothing wrong with being absent, you're not /expected/ to be online 24/7, or really at all, do as you will. But you haven't been around as much as many, and activity isn't always massive, add to that the rather large size of the city, even the small amount we've uncovered so far, and include the rather reclusive character, or so Athena seems, and you're not going to have all that much RP, at least in the beginning.
I generally don't move around that much, or actively search for RP, as Arua is busy with her work, both preparing herbs, cleaning the healing house and such, as well as making sure everyone left at the docks is safe and sound, and preparing things to keep warm. She's not an explorer, she doesn't have the time or desire to explore, and hates the city in general, so unless I /see/ you out and about at the docks, I doubt I'll be able to RP with you.
I don't hold any dislike for you or anything like that, and even if I did, my OOC feelings shouldn't influence my characters, Arua likes everyone, its just her way~

In my experience, in-game presence just doesn't explain it all though; I've seen some characters (or rather players perhaps) who are swamped by RP every time they log in, or who have comparable activity to mine but have a very different rate of RP. As you suggest, the split-up nature of RP at the moment may lead to certain characters having little reason to interact with each other as I said, and that's an issue for staff to hopefully address.
However, Athena is not a reclusive character by nature; she's someone who has reasons for coming to Ravenna by herself and who has in fact been turned away a couple times by the "core" group members. She's made the effort to seek people out in the port district, and she lives among the group in the inn at the moment. It's not so much an issue of her not being in the company of anyone ICly; it's more an issue of there not being opportunities to actually RP that out.
