I don't think the rule limiting the number of pets you can have is needed. It should be common sense not to have more animals than you can take care of. What if your character's animal has offspring? Do you kill them just for the sake of this rule? It seems like a meaningless restriction to me, and should be kept on a case-by-case basis instead of a single rule.
