Updated, but a few things I want to mention...
First point there, that was explained in the paragraph before the one you quoted. Those people were wasters. They USED to waste repeatedly. Simple punishment didn't work, and so they were made into outcasts. As for wanting to remove that, i don't think it's necessary. You don't need a skill to care for people in the ways that were described there, I don't think. It's still in her personality.
The second part is relatively simple, though I did do some semi-significant edits to that part of the backstory. But keep this in mind : If you like a certain sex, and have bad experiences with that sex that doesn't make you all of a sudden no longer attracted to that sex. People don't switch like that. She's distrustful of men, but she still is biologically wired to be attracted to them at least on a primitive "i'd tap dat" level, but she has self control.
