In my experience, in-game presence just doesn't explain it all though; I've seen some characters (or rather players perhaps) who are swamped by RP every time they log in, or who have comparable activity to mine but have a very different rate of RP. As you suggest, the split-up nature of RP at the moment may lead to certain characters having little reason to interact with each other as I said, and that's an issue for staff to hopefully address.
However, Athena is not a reclusive character by nature; she's someone who has reasons for coming to Ravenna by herself and who has in fact been turned away a couple times by the "core" group members. She's made the effort to seek people out in the port district, and she lives among the group in the inn at the moment. It's not so much an issue of her not being in the company of anyone ICly; it's more an issue of there not being opportunities to actually RP that out.
