Really my advice to you would be to just be preemptive with your RP. If someone walks by you and takes a moment, they're silently begging the question if you're IC or not. People will generally only explicitly ask you if you're IC if they specifically want to roleplay with your character in particular. If you don't seem to be currently RPing, or seem OOC or AFK, they will quickly lose interest and just go somewhere else to try and find RP.
Any time someone enters the room I generally take the time to throw out a couple lines of RP, even if my character isn't going to talk to them or doesn't care about them in the slightest and is just watching the fireplace, or leaning against a wall, or anything else, just putting those couple descriptive lines out says to them "Hey. I'm IC. Let's RP."
If they're looking for RP or really if they don't have any going on at the moment they'll usually jump right back with a couple lines of their own to see where things are going. This is how most spontaneous RPs occur, for me at least.
Long Term RP means really that your character has developed rapport with other characters and because of that OOCly other players know that their characters have an interesting reason to RP with your character. Long Term is generally anything that sets up RP for a later period, whether your character becomes their employer, their friend, or really anything else that puts you at that player's OOC 'Go-to' list.
For example when Caine first met Athena he basically ended up tackling her through a roof. That set him up to feel guilty and ashamed, creating an RP opportunity in the future, and for those following as he tried to befriend her. After that his priorities shifted though a bit because I didn't see you in awhile. (With other IC occurrences taking Caine's attention away to something different) OOCly, however, that long term rapport decayed. Generally relations between characters, especially if they're weak, can decay over time, especially the OOC player's interest to seek out your character if they haven't seen you in awhile.
