I agree that reinventing characters, or developing characters that you'd started but had barely begun to develop is better at times is better than starting a fresh character. But sometimes it can end up with a character stopping early in development, stalling or growing stale if ideas or interaction falls short. Personally I prefer to start new characters , but at the end of the day I usually end up with a character that has a small amount of other characters that I've used and made, as well as obviously having a part of me in them.
