It should be a matter of realism and permissions in every case. People should expect their characters to possibly fail if they steal more than they can carry or conceal.
Also, personal items tend to be represented by IG items these days, so I'd like to add that that rule is somewhat redundant. It also implies that one can protect their items by making them IG items.
