Any sightings of Hara need to be reported to first and foremost the guard, the guard Captain and lastly the Elder immediately. Hara's to be considered dangerous, approach with caution or preferably not at all. Taking law into own hands is, by law, not allowed and potentially very dangerous. To wander after dusk or wander into the wild is potentially more dangerous at the time being and unadvised. Wander town unarmed at your own risk.
