Very well I see your point, but I don't think the rule should be rewritten to specify "Seek IC OR OOC permission..." I think OOC permission should be sought first in every case as well.

It need to be laid out in stone very clearly because that's the only way rules are effective.

The rule needs to specify that IC permission needs to be received in all cases except for those in which it would not be logical to be sought after (Building illegally or secretly) in which case OOC permission may stand in for IC permission, as the character would not be inclined to ask.

If everyone looked for OOC permission first you're still taking roleplay out of the server. If someone asks for OOC permission and then gets turned down, there isn't any roleplay in that. One character asking / badgering another for permission to build within city limits -is- roleplay however, and could lead to different outcomes.

Ask permission OOC
+ Everything done within the town is known OOCly, to its owner and possibly even staff in case whatever is to be done need special perms for some reason.
+ Less risk of beginner or accidental griefing.
- It's not IC, thus detrimental to the server RP.

Ask permission IC
+ Roleplay, good good!
+ No risk for griefing!
- Might not make sense with the characters(') intentions.
- Whoever's in charge might be away or not log on at same hours.

My conclusion, from an Admin's perspective
Best for the server and the server environment is to always ask for OOC permission, and remember it's only OOC permission, in order to avoid griefing or accidental griefing. Whether IC permission is needed or not is up to the player of the town owner to see to and inform about, or the actual town rules to state (which is pretty much the same thing).

The responsibility whether this eliminates roleplay or not doesn't lie solely to the rules or the staff here. This is more a matter of the actual player, staff or regular, to pull their weight and contribute to the roleplay.
