At the town meeting, Conradian officially passed leadership to Margretha, the decision to do so was supported by the citizens of Ravenna. She is now head of what is to become the council of Ravenna, a position she's taken to calling 'Council Elder'. As discussed during the meeting, the council is to be made up of a total of 5 people (including the elder) each of which will have one of the following jurisdictions. Though any issues can be brought to whatever councilors are available. Large issues and judicial decisions (punishment for crimes) is to be handled by the council as a whole. The councilors in each position don't necessarily have to be involved in the jobs that fall under their area of representation. They are however required to have a good understanding how it works and they are obligated to be in constant communication with those under their particular governing, along with bringing up any needs or concerns of the people that do these jobs in the council and work within the community as needed to resolve them. The council leader may assist in any matter relating to government even it is otherwise outside their jurisdiction. Any major changes or decisions still go through the council as a whole and not even the council leader has the authority to override the councils final decisions but issues can always be voted on again.

Ravenna is home to two groups that have taken to living in the highest reaches of town. Both of which were living in Ravenna prior to the arrival of the pilgrims. Each group has asked for some representation in the council as both seem determined to remain largely independent. Though weary, Marty's allowed them to join council meetings and have a say in council matters under the condition they too adhere to Ravenna's laws.
Agriculture - Farming, Hunting & General Food Management.

- Organizes collective food gathering from all sources available.
- Manages use of Ravenna farmlands
Construction - Building, Lumbering & City Planning.
- Reconstruction of Ravenna
- Home assignments
- Business restorations
- City expansion and construction projects
Culture - Religion, Artisans & Festivals.
- Proposes and organizes festivals and social events
- Manages any needs for various religions festivals or temple needs. No moral or legislative influence for any religion, only needs as far as they extend to a town.
- Assist in employment and utilization of specialist and Artisans.
- Maintain historical accounts of Ravenna
Industry - Mining, Smithing & Manufacturing.
- Negotiating Miner percentage
- Arranging smithing for other departments
- Propose trade opportunities for manufactured or mined goods to mainlands
Security - Defense, Law & Guard.
- Overseeing guard enlistment and training
- Proposing and drafting legislation
- Proposing and overseeing defensive measures for town
- Supplying guard
